  2. This paper integrates scaling theory with variation in systems of governance to help explain cross-cultural differences in the energy use of human polities. In both industrial and pre-industrial polities, systems of governance moderate the scaling of population and energy use. Polities with more inclusive governance systems display, on average, lower energy use per agent. However, as populations increase in size, the energy consumed by polities with more inclusive governance increases faster than among polities with less inclusive governance. These results support the hypothesis that more inclusive governance systems help generate a virtuous cycle of increasing trust, larger-scale cooperation, and more productive economies; however, a byproduct of this process is an expanding network–energy throughput tradeoff: Good governance empowers individuals and firms to connect and cooperate. At the same time, similar to Jevons’ classic efficiency paradox, scaling-up this empowerment requires a system, as a whole, to consume ever greater amounts of energy and materials from the earth’s ecosystems.

Abstract Transformation toward a sustainable future requires an earth stewardship approach to shift society from its current goal of increasing material wealth to a vision of sustaining built, natural, human, and social capital—equitably distributed across society, within and among nations. Widespread concern about earth’s current trajectory and support for actions that would foster more sustainable pathways suggests potential social tipping points in public demand for an earth stewardship vision. Here, we draw on empirical studies and theory to show that movement toward a stewardship vision can be facilitated by changes in either policy incentives or social norms. Our novel contribution is to point out that both norms and incentives must change and can do so interactively. This can be facilitated through leverage points and complementarities across policy areas, based on values, system design, and agency. Potential catalysts include novel democratic institutions and engagement of non-governmental actors, such as businesses, civic leaders, and social movements as agents for redistribution of power. Because no single intervention will transform the world, a key challenge is to align actions to be synergistic, persistent, and scalable.

  4. Abstract

    The world is facing new environmental challenges that may trigger the collapse of some social-ecological systems (SES). More extreme weather events may be much more common in the decades to come due to climate change. Although we have an idea of what climatic events to expect in each region, we know less about how SES can cope with these challenges. We study The Peruvian Piura Basin, which has been exposed to harsh environmental events associated with the El Niño Southern Oscillation (ENSO) for centuries. The Piura basin was home to the ancient Moche civilization, which collapsed due to a combination of factors, but strong El Niño events likely played a significant role. To analyze the resilience of The Piura Basin to flood events, we used as guidance the Robustness Framework and different propositions from prominent collapse theories to carry out a longitudinal study based on both primary and collected secondary data. We found that the Piura basin is very fragile based on almost all of the predictions of collapse theories (especially with respect to selfish elites, centralized governance, systems interconnection, anticipation capacity and sensitive dependence on resources), but the biggest strength is its growing stock of social capital. In small steps, user associations have been collectively working towards solutions for water conservation and public-infrastructure maintenance. There is a long way to go, but with the right policies to encourage the strengthening of these associations, the Piura basin could become more resilient to future El Niño events. This study also provides methodological and theoretical insights that can contribute to theory building for the resilience of SES.

    In Arizona, the policy debates over the Colorado River Basin Drought Contingency Plans exposed long-running tensions surrounding how we use and value scarce water resources in a desert. These negotiations also highlighted generations-old disputes between indigenous communities’ water rights and Anglo settlers. This paper explores how irrigators respond to, and participate in, the crafting of institutional arrangements while at the same time experiencing increased exposure to climatic and hydrological risk. Our analysis incorporates qualitative interview data, a literature review, archival information from policy reports, and secondary data on water use and agricultural production. Building on the fieldwork with farmers and water experts that we completed before the drought contingency planning efforts began, we describe the status quo and then explore potential future contexts based on shifting incentives and on the constraints that arise during periods of Colorado River water shortages. Through an understanding of the socio-hydrological system, we examine the region’s agricultural water use, water governance, indigenous water rights and co-governance, and the potential future of agriculture in the region. Our study illustrates how the historic and current institutions have been maintaining agricultural vibrancy but also creating new risks associated with increased dependence on the Colorado River.

  7. Maintaining safe operating spaces for exploited natural systems in the face of uncertainty is a key sustainability challenge. This challenge can be viewed as a problem in which human society must navigate in a limited space of acceptable futures in which humans enjoy sufficient well-being and avoid crossing planetary boundaries. A critical obstacle is the nature of society as a controller with endogenous dynamics affected by knowledge, values, and decision-making fallacies. We outline an approach for analyzing the role of knowledge infrastructure in maintaining safe operating spaces. Using a classic natural resource problem as an illustration, we find that a small safe operating space exists that is insensitive to the type of policy implementation, while in general, a larger safe operating space exists which is dependent on the implementation of the “right” policy. Our analysis suggests the importance of considering societal response dynamics to varying policy instruments in defining the shape of safe operating spaces.

  8. Abstract

    Urban water supply systems in the United States are designed to be robust to a wide range of historical hydrological conditions in both their physical infrastructure and in the institutional arrangements that govern their use. However, these systems vary greatly in their capacity to respond to new and evolving stressors on water supplies, such as those associated with climate change. Developing a more precise understanding of the complexity of interactions between the environmental and human components of urban water systems, specifically via their institutions, has the potential to help identify institutional design choices that can foster proactive transitions to more sustainable operating states. This article adapts the Institutional Grammar (IG) within the Robustness of Coupled Infrastructure Systems Framework to assess how a heavily engineered system's institutional configuration may impact its ability to transition to more sustainable management practices. While use of the IG has historically been limited in larger‐N studies, our application demonstrates its flexibility in revealing variation in specific components across cases. The analysis finds the structure of formal institutions shape the interactions between actors differently, and that institutional diversity exists across environmental contexts. The extent to which this institutional diversity drives transitions remains an open question. The results highlight both the importance of and challenges involved with developing longitudinal data on social and natural system interactions.
